DEBATE FLOW

knowing the flow of debate means understanding the formal order in which discussions take place during a committee. It begins with the roll call and the setting of the agenda, followed by opening speeches where each delegation briefly presents its position. The debate then alternates between moderated caucuses, where the chair gives the floor to delegates in an organized way, and unmoderated caucuses, where delegates can freely negotiate and draft documents. Throughout the debate, working papers and draft resolutions are introduced, discussed, and revised, with the possibility of proposing amendments.
